About the Training
Senate Bill 827 (SB 827), codified in Government Code §53238, requires specified elected officials, appointed officials, and designated employees who have authority over, or provide recommendations related to public finances to complete fiscal and financial management training.
To support California counties and other public agencies in meeting these requirements, the CSAC Institute is offering SB 827 Fiscal and Financial Management Training. This course provides a practical overview of public agency fiscal management and governance responsibilities.

This training is designed to address the fiscal and financial management training requirements outlined in Government Code §53238 (SB 827). Each local agency remains responsible for determining whether participation satisfies its specific compliance obligations under the statute.
SB 827 requires specified elected officials, appointed officials, and designated employees who have authority over, or provide recommendations related to, public finances to complete fiscal and financial management training. Each agency is responsible for determining which individuals within their organization are subject to the requirement.
Yes. While some examples may reference county governance and operations, the fiscal principles and statutory requirements addressed in the training are broadly applicable to public agencies across California.
This live webinar includes interactive elements such as polling and participant engagement to support learning and verify attendance. Participants should plan to attend the full session in order to receive a certificate of completion.
Yes. Participants who complete the training will receive a certificate of completion and attendance verification. These materials are intended to assist agencies in meeting the record retention requirements which require training records to be retained for five years.
Yes. Additional training sessions are anticipated for Fall 2026, and details will be announced in the coming months.
