The California Counties Foundation is the premier resource for professional development and policy education for California’s 58 counties. As the non-profit foundation of the California State Association of Counties (CSAC), we empower county leaders to better serve their communities through innovative programs and collaborative partnerships.

CSAC Institute

Delivers practical, hands-on courses designed to strengthen leadership and decision-making in county government. Programs emphasize peer learning and real-world application to support effective, informed governance. Executive Services

Provides tailored support to county executives and boards through facilitation, strategic planning, and leadership development. Designed to strengthen governance and alignment, these services help counties navigate complex challenges and drive organizational success. With a focus on outcomes and collaboration, Executive Services empowers local leaders to plan boldly and lead effectively.

CSAC Grants Initiative (CGI)

Delivered in partnership with The Ferguson Group, connects counties with federal and state grant opportunities. CGI offers customized support such as project development, grant reviews, strategic planning, and tailored research—helping counties secure funding for essential community projects. Flexible and cost-effective, CGI is designed to meet counties where they are.
