California Realignment is one of the most complex and consequential components of county finance and service delivery. This intensive two-day training helps county professionals understand the history, structure, funding flows, and practical implications of California’s 1991 and 2011 Realignments.

Participants will explore how Realignment revenues are generated and allocated, how funding affects county programs and fiscal planning, and how counties navigate the operational responsibilities associated with Realignment.

Designed for health and human services leaders, fiscal professionals, program managers, and other county staff whose work intersects with Realignment programs or funding, the course connects the historical and policy foundations of Realignment with the fiscal and operational decisions counties face today.
